Call To Order
Mr. Goldman, Chairman, called the meeting to order at 4:31 p.m.

Public Hearing
Mr. Goldman opened the public hearing at 4:33pm with a reading of the Implementation Guidelines for Homesite Public Hearing Outline.
Public: Perry Ambulos
Mr. Goldman gave a brief history of the guidelines and language used for "Developer Lot".
Mr. Ambulos made the point that if a developer has more than a single lot designated for Affordable Housing then the developer should be able to pick from the available pre-approved candidates a recipient for one of the lots. Mr. Feiner had some discussion over the language. He also suggested that if a developer has two lots available for Affordable Housing, one goes to developer to distribute, one goes to town for lottery, choosing from pre-approved applicants. Mr. Ambulos had a suggestion for a resalable value on the open market over a 5-10-15-20 year timeline. The closer a lot resale value gets to market value, the less likely it is in the affordable market. Ms. Gamson suggested that Mr. Ambulos write the committee of his suggestions for language on "Developer Lot".
With no other public comments, the discussion was closed at 4:55pm

Meeting Minutes
The Committee reviewed the December 1, 2008 meeting minutes.  Mr. Randol made a motion, Mr. Lasker seconded, and Mr. Goldman declared the minutes approved.

High Meadow Homesite Lottery
The Housing Committee reviewed the lottery summary for the High Meadow Homesite.  There are six qualified applicants participating in the lottery, scheduled to take place during the Board of Selectmen's meeting on January 6, 2009 at 7:30 pm.  The Housing Committee and the Dukes County Regional Housing Authority will oversee the lottery ceremony.  

Middle Line Road/ Nabs Corner Update
MLR: town will act as general contractor and bid out each construction phase. Ten wells are the first order of business.
Nabs Corner: A new map was distributed with proposed curb cuts and access for Martha's Vineyard Land Bank parking.
The MVLBC has asked for two considerations: A no-build zone along South Road and building envelopes established for each of the four lots.



FY2010 Housing Budget
The Committee reviewed the finalized draft of the budget. Ms. Gamson questioned the DCRHA Assessment, as it is still an estimated amount.
Housing Assessment:    est    $ 23,399.00      (-2,399)
A clarification will be made with DCRHA.
                                                   
Construction Discussion
Some discussion was carried over from the last meeting, December 1st, pertaining to the possible pro-bono work on the construction/design phase of the Housing project by some local builders and architects. Mr. Kluver was not in attendance to report.

The board discussed the possible "phase" construction of these units, with consideration to them being market driven construction. Proposed was an advertisement/poll to assess the demand on these units. The board considered a timeline; which project is more probable to be completed first as the MLR will still have to go before a town meeting.

Administration
The state Lt. Governor sent out a memo to towns in the Commonwealth looking for funds under the The National Recovery Program, affordable housing projects that are "shovel ready." An application for funds has been submitted, asking for 1.8 million for three rental duplexes.

With no further business to discuss, Mr. Goldman adjourned the meeting at 5:38 p.m.
